Architecting Government Web Sites for the User Experience

Federal Web sites face unique challenges in delivering good user experiences; the sites are required to present a variety of information and functionality to very large and diverse audiences, while being subject to numerous compliance and security constraints.

Government agencies can apply best practices and methodologies from other sectors to create meaningful user experiences with appropriate modifications. We will discuss current trends and challenges, how we adjust our methodologies, and cite specific examples from recent engagements.

About Leo Mullen

Leo Mullen brings more than 25 years experience building and managing businesses in the communications, design and technology sectors to his role as CEO of NavigationArts. Since helping found the company in 2001, Leo has guided the company through its growth and managed relationships with premiere clients such as Freddie Mac, Sallie Mae, and FBR. On these and other engagements, he continues to provide his considerable expertise in business and Internet strategy.

Leo was co-founder and CEO of IconixGroup and Invisions, Ltd., where he led the consulting practice in the development and implementation of Internet strategies for Fortune 500 and Service 1000 businesses in the US and Europe. He has specialized in creating long-term advisory relationships with clients on e-commerce implementations, marketing, branding, user ergonomics, and financial communications. His long-term clients include Marriott Corporation, Fannie Mae, The Advisory Board Company, Sallie Mae, General Electric, Total, and Alcatel. In 1999 his company, IconixGroup, was named by IDC as one of the top 10 web development companies in the US.

He is a member of the boards of TravelGuide Software, The Greater Washington Initiative, the Holton Arms School, and serves as chair of an advisory board to the Pennsylvania State University's College of Art and Architecture. Leo holds Bachelor of Arts and Masters of Fine Arts degrees from The Pennsylvania State University, where he was designated a 2002 Alumnae Fellow.

About Natalie Buda

Natalie Buda is the Director of Information Architecture at NavigationArts, with 17 years experience in the industry, developing information structures and strategies for a wide range of public and private organizations, including Fortune 500 companies, associations and the Federal government. A few of her clients include: General Dynamics, Nextel, Dow Corning, the Washington Post, Blue Cross Blue Shield, Association of American Medical Colleges, the Library of Congress, the Veterans Health Administration, the U.S. State Department, the U.S. Department of Commerce, and the U.S. Mint.

About Cindy Blue

Cindy Blue is an information architecture and user experience consultant with NavigationArts in the Washington, D.C. metro area. For 10 years she has worked with software and web applications in all aspects of the project lifecycle, from planning, analysis, and strategy to design, development, usability and project management. Her experience spans numerous industries including the public and private sectors, non-profits, foundations, associations, and academic systems. Most recently, she has worked on US Department of State, Freddie Mac, Revolution Health, AOL, and Homeland Security initiatives.
